Shivaji Rao (Anil Kapoor) who comes from a middle class family works as a journalist for a satellite television channel. He is in love with Manjari (Rani Mukherjee), a village girl. During a live television interview with the Chief Minister Balraj Chauhan (Amrish Puri), he questions various controversial issues like corruption and caste clashes that are prevalent in the state. The Chief Minister is displeased on being interrogated and challenges Shivaji to act as the Chief Minister of the state for a day. Shivaji accepts the challenge and with the assistance of his secretary, he roots out corruption and dismisses corrupt officials. Shivaji becomes a celebrity overnight and the Chief Minister strike back by attempts to kill Shivaji but instead his parents get murdered. By public opinion, he stands in the state elections opposite the Chief Minister and wins it successfully.
